Initial Expression of Interest Brief for Newcastle Helix Sitewide Parking Management

Newcastle Helix Management LLP is looking to engage with contractors to potentially manage the sitewide parking at Newcastle Helix.  In line with our procurement policy, we have set out a brief to establish a shortlist of potential parties to be considered for this appointment.

The Site

Newcastle Helix is a 24-acre innovation district in the heart of Newcastle upon Tyne. It is an exemplar of sustainable urban regeneration combining prestigious commercial and residential space with first-class research and education facilities in the heart of the city. It is owned in partnership between Newcastle City Council and Newcastle University.

 

Newcastle Helix will bring together three concepts: it is an urban regeneration project, a science and technology hub, and a leading ‘smart city utilising and interpreting data. It will be a key element in Newcastle's future.   The scientific and technological focus of the Helix is on urban sustainability, addressing all aspects of civic infrastructure.  The Helix will position Newcastle as an international example of re-engineering an old industrial city and be an exemplar of a sustainable city of the future.  Newcastle Helix will be populated by businesses, organisations and activities which, considered together, are the embodiment of the vision. The Newcastle Helix site is envisaged as a high-quality development. The following principles will guide the spatial development of the Newcastle Helix site:

·       Newcastle Helix will be developed as a coherent urban quarter, recognisable as a distinct part of the city.

·       Positively engaging with, and enhancing, the surrounding communities and activities.

·       Helix is an inclusive and accessible environment that does not physically or socially segregate, discriminate, or isolate. It readily accommodates and welcomes diverse user needs.

·       Attractive public spaces with activities and amenities which encourage the community to dwell and engage.

·       Vehicular access will be based on the principle of – ‘To not through’ to ensure primacy of pedestrian movement.

·       Newcastle Helix will promote and encourage more sustainable modes of transport with a public realm which implements the principle of shared routes for all.

 

The Project

There is a 513 space multi-storey car park on site together with some short-term parking around the wider estate.

The multi-storey car park is currently managed by the city council’s Parking Team. The rest of the site is managed via ANPR cameras and PCNs managed by an outside contractor.

We are looking to appoint one contractor to manage both areas so that the parking provision is streamlined, and revenue is increased. We are looking for a contactor with experience in managing car parking at similar sites who can take a flexible and innovative approach to the parking at Newcastle Helix. The development is still evolving and whilst the MSCP is not currently fully occupied once the development is finished it will be oversubscribed. Therefore, the winning bidder will be someone who can demonstrate the suitable tech platform to manage this process along with managing the car parking in a sustainable and positive way.

 

Stage One: Expression of Interest:

Interested parties must email john.seager@broadoak-am.uk for a copy of the Initial Expression of Interest form. Once completed, these should be submitted by email no later than 5pm on 11th April 2025 to john.seager@broadoak-am.uk . Please do not submit any paper copies.

 

Stage Two: Detailed Proposal:

Following receipt of expressions of interest, we aim to invite a shortlist of a minimum of 3 parties to convene for a 1-hour online meeting during the week commencing 21st April. This meeting will allow us to share more detailed information about our aspirations and will lead onto a request for a comprehensive fee proposal including consultancy team, and outline management ideas. The exact date for the submission of the detailed proposal is to be confirmed but will be approximately 2 weeks after the initial meetings.
